When you the dictionary popup is displayed, it will be in the language for the book. You can change to another dictionary from the popup, such as a translation dictionary. This will be remembered and used for the next lookup in the book.

I don't usually use the full screen reading, but the last time I did, there was no issues with the refresh.

As meera said, you can turn the WiFi off. But, the WiFi is not constantly active. It disconnects after you haven't used it for a while. I don't see much battery use when I'm out of range of my known WiFi networks.
