I believe the dots are optional and simply a pronunciation guide? Or are they mandatory nowadays? Hebrew itself does not have vowels in the alphabet.
Edit: I probably should have said language that uses an alphabet in post #143. Chinese symbols may or may not be mispronounced (no idea) - and I wouldn't consider it a alphabet.
