It would seem to have more to do with the alphabet used.
e.g. Hebrew (chosen because it is the only language other than English which I have any experience with) uses
Nekudot instead of vowels, which indicate the actual sound you should make unlike English vowels. I cannot think of any Hebrew word (written with Nekudot intact) which can potentially be pronounced two different ways...
