There isn't a "clique" that runs the Hugos. The Hugos are a popularity award, nominated for and voted on by the members of the World Science Fiction Convention. The folks who administer the Hugo Awards nomination and voting process are at pains to make it fair and see that all votes are properly counted. (I
know various of them personally, and I know what they have to do to make it happen.)
Vote with your wallet, join an upcoming Worldcon as a supporting member, and nominate and vote as you please. Your vote will be counted.
