For DRM ebooks, Kobo is the only shop you can access directly from a Kobo device. For DRM-free ebooks, you might be able to access some other shops from the Kobo device by using the built-in web browser, but it would depend on how complicated their web site is, the web browser is only simple and can't handle all sites.

To read DRM ebooks from other ebook shops (such as Google Play) on your Kobo you need to use ADE to download the book to a computer before transfering it to the Kobo device.

Edit: If you mean are there other ebook retailers with devices that can access DRM ebooks from shops other than their own, then I don't know, but the Kobo forum is probably not the best place to ask about non-Kobo devices.
