Does this imply that some screen space is lost to header and footer information? Can these be switched off? (My Kindle does have a small footer row but no header).

If you choose to read a book as kepub rather than standard epub then, yes, the default layout has a header (showing book title) and a footer (showing page number). Standard epubs just have the footer. However both formats can also use a 'full-screen' option with no header and no footer.
I assume the 'expiration' info is related to library books but I don't use them so can't comment further.
