We don't know yet because the only ones in the "wild" are in the hands of reviewers who aren't going to pop the device open (pretty sure Kobo would frown on them doing that to review unit
). I'm betting it may not be upgradable just because of the way the new waterproofing apparently works. As I understand it, it's a coating over the internal parts of the device rather then sealing the case itself. They might use an internal SD card but it might be sealed in place by the waterproofing so unremovable without damaging things (beyond just destroying the waterproof seal). Until someone gets one and opens it up we won't know for sure.
In answer to the question in your subject, there has been no official word from Kobo so we don't know if overdrive is coming to the other devices. I'd be surprised if it didn't since it's a good marketing feature, but right now we don't know.
