It's right from the shop. You put your library card info in, presumably like you do for adobe digital accounts, go to shop, search for a book, and if it's available to loan from your library you get that option.
No new firmware yet, but this is a firmware feature not a hardware one. So when we get a firmware update (should be fairly soon since we're hearing release dates of September 6th), there's no reason this feature should be lacking.
