I assume the second shot is from your Mint box.
I can't recall it ever having seen a down arrow on Windows - like you I've often wondered why not, also wondered why it displays current library name - rather than a fixed title.
The current library name is shown in the title bar on Windows, IMO a better place for current library name would be in the status line, just before the
[n books, m total].
