There are usually up to three issues with problematic ePub.

1. Bad code -- Should be validated and any errors fixed. You can use Calibre's eBook editor. It has a validator built in.

2. Code in the CSS for small or x-small or some small number set for the font size -- You can use the Calibre editor to check for this and fix it.

3. Both 1 & 2

You can only fix things if the ePub has no DRM.
