Yes, but you're not seeing a list of chapters on the "Goto" page. That indicates that, as far as the Kindle is concerned, the book has no chapters. It doesn't contain a correctly-formatted table of contents.
Look at another book and you'll see that, when you tap the "Goto" button, you see the chapter list.
