That is correct, recent versions of the Kindle firmware are very picky about which update_*.bin's they accept.
(Basically, they check the source/target OTA min/max versions, which means every time any firmware update is released, everything would have to be rebuilt with KindleTool.)
Just install all new hacks with MrPI (MobileRead Package Installer). As recommended by the jailbreak instructions.
