The book is in the Kobo library but wasn't imported? Or it doesn't exist there? If the latter, have a look at what is listed for where the book can be read and what format the book is in. There are some books that can only be read through the Kobo apps as they use extra features of some sort for the display. These won't have an epub version available. If the books page says there is an epub version available, and there isn't, then complain to Kobo and get if fixed.
