There is no law that says that Safari can't go rogue. For that matter, there is no law that says a rogue app has to show up on the battery app. Either way, I've had battery drains in the past and that fixed it for me. It's totally up to you if you want to try it or not. I've had no such issues with the latest and greatest updates and heard of no generic battery drain issues with 9.3.3, which I've been running for a while, so I don't think it's the update.
