It's something Microsoft changed. It was working fine with Windows 7, 8, 8.1, and the first two versions of 10.

Another way to block the update is if you are using a WiFi connection such as a laptop or tablet, set your internet connection to metered. Large updates won't be downloaded. I tried this earlier and when I did a check for updates the Anniversary Update was not shown.
