after a couple of go rounds of that. I went to the web page devices and content, found the july book, returned it, tried the august loan again, same error...
So I figure I'd do the prime loan via the PC web page instead - no such option.
Gave up for a while- tried on the HDX tablet a couple of ours later - all ok.
I wonder if they are phasing this out. there now seems to be no way to see prime lending library eligible books via a PC, and if you check ones that you know are eligible, there is no "prime" icon on book thumbnail

I see the Prime icon on eligible books from a search, but I have noticed them missing in other places. Generally Kindle unlimited books are eligible for a Prime borrow.
