No, it is because people time is too expensive.

Their cost (without looking at your return):
(New device + shipping + time spent removing your return from packaging and tossing it in the 'to be refurbished' bin) - (what they will get from sale of your return to the refurbisher).

That is not too expensive, as a WAFG: perhaps $10 an item ($20 for a KV or Oasis).

But if you add to their cost the manpower time to plug it in, wait for it to start, inspect it for user foul play -
Find user foul play, set it aside to be returned to user -
Put on list of people they need to dun for the cost of the new one -
Waste the manpower time trying to get $20 out of you -
etc. etc. etc.

Nope - you can't get to be a multi-billion dollar a year company that way.
Your returned item:
Receiving -> Unpacking -> refurbish bin.
And they might even skip the "Unpacking" step.
