That depends on your definition of bloatware and the manufacturer.
Normal third-party bloatware apps can simply be uninstalled like any other app, however, the default Google bloatware apps, e.g. Hangouts, usually can't be uninstalled, because they're part of Android OS, but they can be disabled.

There is no Android OS CD that you could buy.
If you're interested in a refurbished tablet you could reset it and install a special Android version called
CyanogenMod that offers more customization options than the stock Android versions.
You also might be able to install CyanogenMod versions of Android versions that the manufacturer doesn't support.
However, installing CyanogenMod will usually void your warranty.
