It's been quite a few months now since I heard the report, but there is (or at least was then) a move on to enable libraries to do interlibrary loans of digital books. That day can't come too soon for me.

I haven't been in many public libraries lately but my own, but the books at my library have the same issues that you mentioned. I thought that it was just because our library system is so way underfunded. Maybe the problem of books being in such poor condition is much more extensive . . . .
