All of our update_*.bin name format packages are "model locked" (same as Amazon's, we use the Amazon installer).
Model number -> table -> KindleTool (the app that does the packaging) -> all of the released packages (including the hotfix).
If Model number is not in the table, none of the "model locked" packages will work, none, nada, zip, zero.

Re-download the 'hotfix' package (the above chain of dependencies has been updated to include your model since your report).
