They are probably targeting different OSes and OS versions.

That's exactly what they do. When I click the link on my Windows PC I get a download link to K4PC, but when I run it on my iPad I get a link to the Apple App Store for the iOS Kindle App. Are you running Windows or Linux? If it's Linux, that might explain why you're not seeing the "Download" button?

Giving the user the appropriate reading app for their OS may not be to everyone's liking, but it probably qualifies as a "comprehensible reason".
