ADE download E_LIC_CONNECT_ERROR

I just attempted to download three books using the ASCM stub, first to Adobe Digital Editions and when that didn't work I also tried with the Sony Reader software. In ADE I at least got an error message. Thinking I might need a newer version of ADE I downloaded the latest (4.5 something, I think) but still no dice. Until this download I have never had any problems using this. I also thought I might need to reconfirm my ADE software (recently did a Win 8.1 to 10 upgrade) but it stated that it was a valid edition.
Has anyone else had a similar problem? Is any solution available. Also, how can I downgrade my ADE version back to 2.1?

Edit:
The title should say _PROBLEM not _ERROR
