Google updates a lot of the internal stuff from android without needing to update the os. So even someone on Android 2 versions back still has the latest version of almost all google apps.
Apple updates older hardware to newer os versions but then disables some of the new stuff in the OS as the older hardware is unable to support it. So when it comes to new features its almost the same thing just Apple old devices show a new version of iOS and Android devices don't in the end they both don't get all the new stuff.
The one problem with Android is that manufacturers are not releasing security fixes for older devices or if they do not fast enough.
