As mentioned, that means you need a new battery. Not unusual for the age of a typcal Kindle DX. Only $15 at the link posted previously.
And if the fluorecent flickering is from bulbs dying of old age, that is not dangerous like flickering from damaged or loose wires, though certainly annoying. I have begun replacing some of my fluorescents with LED lamps, which should never flicker like that (and last much longer too). But new fluorescent bulbs are not terribly expensive if you wish to go that route when they become too annoying (the stress may not be worth waiting for them to die completely).
