Not that strange. Diags often leaves the power LED off. Perhaps so it cannot interfere with LED diagnostics? Also not charging in that mode in my experience (on some kindles). In diags it will drain the battery flat, though it may charge in SOME available diagnostics modes (like shipping mode 40-percent charge, for example, but that also does a factory reset). LiPo batteries have a longer lifespan when stored at 40-percent charge.
