Do you mean that the Kobo dictionaries are only downloaded from Kobo's servers to the reader during the sync process? It's the same on the Kindle: there are no dictionaries on a newly-registered Kindle - you choose your dictionary language, and the appropriate dictionary is then downloaded from Amazon.
