Yes, and users all get the same choice of "I want the new version" or "not now" (and most people want it) at about the same time on about all devices, versus Android's added factors of phone manufacturer, model, cell provider plus user choice. If those two diverse ways of doing things DIDN'T result in a huge difference in fragmentation, then THAT would be noteworthy!
