Not sure, but I think it has always supported hot spots, and in fact the Touch touted the ability. But there was some confusion as to the Echo and Dot's ability. I have to admit that was one of my questions when the Touch was released.
So... Jeff's kids figgered they could alleviate the confusion and at the same time brag about an "improvement".
