You can't know if the battery is properly fully charged under those conditions in a matter of hours.
It can (and should) take days in that "Kindle needs repair" condition.

It would help a lot if you would give us the full description of what and how you where using the device before it reached this state.
Include any other background information also -
Things like: "is the device jailbroken?" , "software add-ins that have been installed", "how much free space is there on the visible USB storage (before it went 'broke')?".
Don't make us drag the information out of you one question at a time.
No one here has the time to deal with someone who will not cooperate with the process of discovering what is wrong.
At the current state of this trouble report, I am tempted to tell you to plug it into a known good wall charger with a known good cable and let it sit there for a week.
Then tell us what, if anything, changed.
