I use Win10 1511 64bit - I very much doubt the problem is with Windows otherwise others would have the problem.
Something in startup may hook the clipboard unbeknownst to you. My download manager does it even though I don't make direct use of that feature, I discovered it does it accidentally; but I hasten to add it causes no problems with Sigil or anything else
The only way I know to find these things is via a process of methodical elimination. I lean towards disabling everything - assuming the problem goes away then start re-enabling one by one until it comes back.
