Sigil is exactly what I use to convert to epub3. Or more specifically ... KevinH's Epub3-itzer plugin for Sigil. Makes it simple.
I've no idea what Moon+ would do with an epub3. I was never able to warm up to that app. It allows you to display an epub every which way except the way
I want to see it, it seems.
