Well, I'm not sure what's going on with permissions (I admit I'm still struggling with Windows 10 and where it has moved everything), but I'm the only user on this computer.
However, I solved the problem a different way. I got my new (empty) library set up, made sure my books on the kindle were up-to-date from the old computer, and then used the kindle to transfer the books in. And it's working . . . bottom line is success, however it got achieved . . .
