The answer turned up in the Kindle Developer's Corner

When you join a WiFi network for the first time, there will be a check box to "Save Passwords to Amazon." Leave it unchecked to prevent password-saving.

All passwords entered in your Kindle before 5.8.1 are NOT saved. From the "Learn More" link next to the check box, FAQ #4: "Did previous passwords entered on this device get saved to my Amazon account if I did not select the option to Save Passwords to Amazon?" Answer: "No they did not. Only passwords you enter going forward will be saved as long as the checkbox is selected for Save Password to Amazon. If the checkbox is not selected, we will not save yoiur Wi-Fi passwords to your Amazon account."
