I'm quite comfortable buying books from Kobo once again (I have no Kobo device, nor use any Kobo apps). Things were touch and go there for a while (mostly with many DRM-Free EPUB3s being mistakenly presented as kepub-only). But most of those kinks have been worked out. I can't remember the last book I wasn't able to download/sideload (DRM-Free or not).

I diligently check for app-only books before purchasing (using the method davidfor described), but I haven't run into one in a long, long time. I suspect the easily reflowable, text-centric novels that I favor just aren't likely candidates for app-only formats. They're quite easy to avoid in the offchance I DO encounter one.
