To add this feature to Windows keyboard layouts without native dead letter support, you'll need to install the
US International keyboard layout, which adds the following features:
caret (^) followed by a vowel = â, ê etc.
grave accent (`) followed by a vowel = à, è etc.
apostrophe (') followed by a vowel = á, é, ç etc.
quotation mark (") followed by a vowel = ä, ë etc.
tilde (~) followed by a vowel = ã, ñ etc.
The only downside is that you won't immediately see any of these modifier keys, if you don't want to enter an accented character.
But this can be easily remedied by installing the international keyboard layout alongside the regular layout and switching between them with ALT+SHIFT.
