I can find the full ruling in almost every European language except English! Probably I am just missing it, although the idea that Brexit already slipped in does come to mind

Can anyone explain what this means in practical terms?

I'm guessing it has to do with titles that are available to the general public as eBooks, but not to libraries through Overdrive and competitors. Just a guess.
