Flane - At the far left edge of the bar you should see a faint row of double dots (known as a handle), hover your mouse over them and the cursor should change to a move cursor [
] Drag that into the viewer window near the edge you want to have the toolbar.
Standard dockable window stuff, although the handles do vary.
