I vaguely remember the plot its been a while, but it was a fantasy about Dragons and their riders. A war had ended and one of the most powerful dragons had died during the war, but his rider survived... flash forward she is a very unhappy dragon rider without a dragon... new dragon/human shows up and it turns out to be the reincarnation of her old dragon.

Does this ring a bell with anyone?

That sounds a bit like something in the Obsidian series by Mercedes Lackey and James Mallory. Were there demons and elves in the one you are looking for?
