Some grocery stores in our area use the same method, and I believe some of the larger towns encourage it, as a way of keeping the carts on the property and out of the town streets and parks.

When my kids were much younger and I was going to the stores a lot more than today, I mentioned the inconvenience of fishing for a quarter while trying to keep track of two youngsters. The manager explained that the kids who collect the carts from the parking lot drop off points and bring them back to the storefront are issued slugs -- red quarter-sized disks with a tab on the side -- so they don't have to use real money. He gave me one.
