I see odd characters like that from any recipe that downloads RSS feeds. I'm sure the characters were originally smart quotes or the like.
The annoying part is that they show up wrong in the article excerpts portion, and show up fine in the actual article. So, if there's a missing/wrong code page, it's in the portion that builds the inline TOC and excerpts.
