I think you need to look at (and understand) the HTML / CSS being generated. ( right click at the boundary between text and that gap: Inspect)

Page breaks in your source coupled with automatic page breaks at chapter starts COULD cause this.

Using Blank many lines in the source to push text around is another.
You do this by CSS styling rules, not blanks
