Whether Amazon charges sales tax or not depends on which state you are in and the laws. Here in California, all of Amazon's direct sales have sales tax included. (Products from Amazon third party sellers may or may not have sales tax added depending no whether they have a store front or offices located in the state.)

There was a big brouhaha here a few years ago because Amazon wasn't charging sales tax in California and the State wasn't too happy. Amazon said that since they didn't have a business presence in California they were not required to collect sales tax for the state. The final outcome is that Amazon opened a warehouse in the state and are now collecting tax on their sales. I'm not sure of all the ins and outs of the deal, but I'm sure Amazon received some (probably significant) tax incentives to open the warehouse here.
