I don't think there has ever been a dvd player that couldn't play commercially manufactured dual layer disks. Pretty sure it's part of the dvd standard. Someone can correct me if I'm wrong.
Some may have problems playing back recordable dual layer discs, though. That's likely part of he reason that dual layer burners aren't more common.
