I think the library needs to opt in to Adobe EPUB checkouts, but if so you can read them in other apps just like any bog-standard Adobe EPUB.

But you will still need an app that supports Adobe Digital Editions DRM, which Moon+ does not.
You can also use the Nook, as long as you authorize it with ADE. Having never owned or used a Nook, I have no idea whether you need to register first in order to do so.

There might be apps that support downloading an ACSM license file from the library website and using it to download the EPUB from the Content Server -- without using a desktop installation of ADE as an intermediate step. Try Bluefire, for one.
