i've found some maps of sunshine in france. the first one is annual totals from 1961-1990. i suspect things have changed since then. it's on the site of Météo-France, the french meteorology bureau. they give some further info : one year of complete sunshine = 4380 hours. so 1600 h = 36%, 2200 h = 50%, 2800 h= 64%.
the second map is easier to read and gives more details but i don't know what period the data represents. it does look like paris is already getting a bit more sun than the sunniest part of england, so i suppose that's some consolation.
