I "select", not tap. Choose a word and hold your finger on until the selecting marks come up. The lift your finger. A tool bar should appear above near the word with several icons including the the search icon.

That's an in-book table of contents. Usually they are links to other parts of the book, but maybe whoever created the book you are reading might not have done this. The ePub ToC should be access from the top menu. There icon of interest is three horizontal lines. Tapping that displays a popup with the ToC, overview, annotation and stats.
