I just looked at what the Phoenix library has for the Pendergast series. For the ones they have as eBooks (they have books 1-12 & 15) only one book, Relic, is not available as a Kindle book. The two books they're missing, 13 & 14, are also available through OverDrive (& Kindle), but Phoenix library hasn't purchased copies of those for whatever reason. No idea why the publisher has chosen to not make Relic available as a Kindle book.

All told Phoenix has 3,803 books in DRM'd ePub & 3,535 in Kindle format.
