Sorry, but that's a contradiction. You will need to create two lists.

The autopopulated from device list are exactly that. When the device is connected, they get populated with exactly what is on the device at that point in time. You can't manually add books to these lists. These are intended to be the current state of the device. There is no way to stop these from updating when the device is connected

For the second list, you can have a send-to-device list that doesn't automatically sync. Then, when you do the manual sync, it will go to the device and the autopopulated list will be updated.
