I have actually had people (that do absolutely nothing but watch "reality" tv call me a HOARDER because I have extra yarn, floss, needles etc.
One woman even said that anything not used in the particular project should go in the trash and that you should buy EVERY THING new every time you start a project.
She even said because I kept a sewing machine I was a worthless trashy hoarder.
She also said that my kitchen was hoarding because I had more than 1 pan, 1 skillet, 2 plates, 2 bowls and 2 sets of silverware. She also wanted to throw my food away because I have more than a week's worth.
Oh and all the books should go to the trash. Oh and whatever you do, throw away any clothes that are out of season.
Needless to say, she was NEVER invited back to my house.
Note: by the time she was finished, I was thinking of new ways to use some of the crafting supplies.

My opinion is if you know someone won't throw out their trash then by all means try to get them help. If it is someone that actually uses the stuff in their hobbies, don't imply (even accidentally that the show Hoarders might help.
There is a big difference.
Just because I am not using DMC # 108 in this particular project doesn't mean I won't need it in the next one.
Oh and some people don't drive or live within a block of a store so just running to the store is not always an option.

But then again people have implied I was trashy for a job I once held.
It was legal and the kids got fed.
