It might depend on where you are. It's definitely free in Canada & in the UK at Amazon, and iTunes for the US.
They may be relying on Amazon's price-matching to set it as a freebie rather than via whatever promotional pricing mechanism is available to a larger publisher, so perhaps try Report A Lower Price against iTunes (and Google if it's free there for the US as well)?
